You mean "What may have happened to an account with a blatant disregard for the rules on Newgrounds?" I'd say the same thing that happens to all of the spammers, ad-bots, etc.
That's why I told you you should just report him and be done with it. From what I remember about this case this could have been over 2 days ago if somebody had brought it up to Tom, instead of shouting it into the void...

Newgrounds isn't DevianArt or Tumblr. You harass somebody hard enough and you can forget about grace periods. Tom Fulp and his moderation team _care_.
From my limited experience I'd say while 'the person' may return, that account is gone forever. Good riddance. That guy will not be missed.

With that out of the way: I'd suggest that you delete your news posts about him. A person like that doesn't need to be immortalized and people who like you and your art don't need to see... 'that'.
